Map users may need to know how measurements on the map translate into real-world measurements, but most small scale maps distort distance in all but a few places on the map.
Providing a scale reference may be most appropriate on large scale maps. If people think about distance with your small scale map, then you should try to help them understand how distance varies across your map. For example, you can show distance for each parallel.
