Organizing map elements with layers in your workflow means you have to consider how map elements should interact as layers.
Layer map elements in ways that resemble real-world situations or linguistic phrases. For example, roads cross over rivers, not under them. Fiat (or administrative boundaries) are more problematic because we don’t see them. When we say the we drove across the county line, what does this suggest about the relationship of road, the driver and boundary?
