“A Detour Strategy for the Test Ban Treaty” by MIIS alum Liviu Horovitz, was published in the Autumn edition of the Washington Quarterly. Horovitz is a researcher at the Center for Security Studies in Zurich, Switzerland. He focuses on nuclear nonproliferation and disarmament policies with a special emphasis on international institutions and regimes.
