According to this NYT article, Clinton has outlined a plan to give $175 billion in grants to states that guarantee that students would not have to take out loans to cover tuition at four-year public colleges and universities.  And, according to this Time article, Clinton’s plan would make both applying for aid and repaying loans much simpler.  Additionally, current borrowers would be able to refinance their loans at favorable rates, saving 25 million students an average of $2000.
