Japan signed on the ratification on July 13, 1980. After signing on the CEDAW ratification, the Japanese government decided to complete the ratification in 1985 at the end of UN’s Decade for Women (1976-1985). The government took actions by founding the Headquarters for the Planning; announcing the inception of the National Plan of Action for Women and National Women’s Centers; and approved the Equal Employment Opportunity Law (EEOL). The National Diet finally passed the bill in 1985 and officially enforced it in the following year. Instead of seeking “equality of result,” the law took “equality of opportunity” as its principle.
