PACs and Super PACs

Three groups have raised over $5 million for Hillary Clinton throughout this campaign.  All three are different kinds of committees, and therefore must follow different rules regarding who can donate, how much they can give, and if donors must be disclosed.

 

Hillary for America – Campaign Group

Hillary for America is Clinton’s campaign group, and it has raised almost $500 million for her.  This money can only be given by individuals, not organizations, and there are contribution limits for those who donate.[1]  Since Hillary for America is the campaign committee, they work directly with Clinton and her campaign to spend the money.

 

Priorities USA Action – Super PAC

Priorities USA Action has raised over $175 million in donations supporting Hillary Clinton’s candidacy.  Priorities USA Action is a Super PAC, meaning that it follows different rules than the campaign group.  Unlike the campaign group, it does not have any contribution limits and can accept money from both individuals and organizations.  Super PACs must report who donated money, and they are not allowed to directly communicate with a campaign; they are supposed to be a different entity entirely.[1]

 

Correct the Record – Carey Committee

Correct the Record is a Carey Committee, meaning that it is a hybrid between normal PACs and Super PACs.  Correct the Record has raised over $9 million for Hillary Clinton.[2]  Since they are a hybrid organization, they have two separate arms, one that acts as a PAC and one that is a Super PAC.  Each group must follow the rules for a normal PAC or Super PAC, meaning the PAC side can donate money to the campaign group, but the Super PAC cannot.  Money cannot be transferred between the two arms of the group.
