Please read the following email from the OIS Staff regarding OPT.
You are receiving this email because you have an end date on your I-20 between May and December of 2009. All international students in F-1 status may apply for 12 months of work authorization after the end of your program. This work authorization is known as OPT or Optional Practical Training. You may apply for OPT up to 90 days before the end of your program.
If you are graduating in May and will apply for OPT, the following steps are

If you have any questions after viewing the video, schedule an appointment with your international student advisor by emailing firstname.lastname@example.org
After viewing the OPT video and related material, bring the OPT request form to your advisor for his/her signature. You will then submit this completed form to OIS for the processing of your new I-20. This I-20 will be used in your OPT application.

USCIS is currently taking at least five months to process the EAD card for an F-1 student. If you have applied for OPT and it has been longer than 90 days without an approval, you may follow these steps:
Step 1: Call USCIS National Customer Service Center (NCSC) at 1-(800) 375-5283 and record the time/date of the call and the name/number of the customer service representative:
- Explain to the customer service representative that your EAD has been pending more than 90 days and ask for a “service request.” You should receive a response to your service request within a week; OR,
- Ask the customer service representative to request an interim card for you. You should receive an EAD or response within a week.
Step 2: If you choose to visit a local USCIS office, schedule an INFOPASS appointment to visit that office on www.infopass.uscis.gov. At the appointment, ask to apply for an interim EAD. Note that USCIS local offices no longer issue interim EADs. The local office can review your case and determine eligibility. The local office will forward your request to the USCIS service centers. You should receive an EAD or response within a week.
Step 3: If you have tried both Step 1 and Step 2 and have still not received your EAD or an interim card, please email our office at firstname.lastname@example.org with the details of your efforts. Please include the date and time of your call to the NCSC and the name of the customer service representative. If you visited a USCIS office, please provide that information. We will look into your case and review how we may be of assistance.
Please be sure to wait 90 days after the receipt date of your OPT application. For more information, contact OIS at email@example.com.
October 7, 2008 – Optional Practical Training (OPT) Information

On Tuesday, September 9, 2008 from 12:00 to 1:00 in B206, there will be a workshop on Optional Practical Training. Optional Practical Training is off-campus work authorization for international students in F-1 status. Second year students who are graduating in December will definitely want to attend this workshop. The processing time for OPT applications with USCIS are currently taking up to five months, so it is important to plan early for your OPT application. OIS will hold weekly workshops on employment issues for international students during fall semester. The first workshop will be on Tuesday, September 9, 2008 from 12:00 to 1:00 in Morse B206. The workshops will vary each week in subject.
