Osfour and S are talking about “The Black Vine” when S is questioning why Vevoda is the conductor of the orchestra of war. S has seen the weapon but Osfour hasn’t. Osfour wonders if the word on street that the weapon changes the blood is true. They are basically talking about the demand of the weapon and hence the increase in the importance of Vevoda among powerful power hungry people. They discuss how Vevoda has very powerful clients, ranging from governments to cartels and lethal groups.
