UCRFEG Executive Director (OPEN UNTIL FILLED)
Base Salary: $49,920-$57,728 DOE plus annual performance incentive package up to a maximum of $20,000 annually.
REPORTS TO: UCRFEG Board of Directors
DUTY STATION: TBD, within the Upper Columbia region
The successful candidate is responsible for executing the mission of the Upper Columbia Regional Fisheries Enhancement Group (UCRFEG) which is a nonprofit organization working within Chelan, Douglas, Okanogan, and Ferry Counties to cooperatively facilitate sustainable fisheries enhancement projects for future generations based upon public trust, outreach, and voluntary participation of willing landowners, best available science and best value management practices.
The Executive Director will carry out the varied assignments of the Board of Directors; secure funding from state, federal, and private sources; and perform a full range of managerial functions including financial, personnel, facility, and project management needs and other duties as assigned.
The successful candidate will be self motivated and require minimal supervision. However, annual employee reviews and annual incentive package approval will be conducted by the Board of Directors.
This position will directly supervise or provide oversight for various UCRFEG staff and contractors.
REPRESENTATIVE EXAMPLES OF WORK (Specific Functions)
• Support Board activities by scheduling meetings, preparing agendas, taking minutes, and providing monthly updates and independent analysis of internal and external issues that affect the organization.
• Research funding sources; write funding proposals to meet the mission, goals and objectives of the organization.
• Administer the funds of the organization upon direction of the Board and ensure all resources are utilized in an efficient manner.
• Develop and maintain good working relationships and collaborative agreements with landowners, stakeholders, community groups, funding entities, and other organizations; oversee coordination with the Upper Columbia Salmon Recovery Board, RFEG Advisory Board, and other entities and processes as directed.
• Oversee the planning, implementation, monitoring, and evaluation of projects including development of an annual work plan that includes staffing requirements and a detailed budget.
• Develop, implement, and collaborate on education and outreach initiatives aligned with the organization’s mission.
• Draft and distribute news releases, communicate with the media, and positively represent the organization to the public.
• Recruit, select, and release staff, consultants, and contractors as needed to build an effective team.
• Develop human resources, fiscal, and administrative policies for approval by the Board; review existing policies on an annual basis, making recommendations for changes to the Board as appropriate.
• Maintain official records and documents; ensure compliance with federal, state, and local regulations; oversee the preparation, submittal, and archiving of necessary reports to fulfill all grant funding requirements.
• Ensure the organization’s use of sound bookkeeping and accounting procedures; provide the Board with comprehensive monthly reports on revenues and expenditures and other financial documents as requested.
RECRUITING REQUIREMENTS AND INDICATORS
A Bachelor’s degree in a related field (i.e. Natural Resources, Business, Hydrology, Civil Engineering, Environmental Engineering, Public Policy) AND at least 36 months of professional experience that must include work related to project management, grant writing, and habitat restoration or fish recovery is strongly preferred. Special consideration will be given to highly qualified individuals not meeting the academic requirements but with a minimum of 96 months of relevant work experience. A Master’s degree in an applicable field may be substituted for 12 months of professional experience and a Doctoral degree may be substituted for 24 months of experience.
The successful candidate must:
• demonstrate good judgment, be adaptable and flexible, and maintain a positive, highly motivated attitude.
• be self-motivated and have the ability to set up and administer a small office including: finding and maintaining an appropriate office space, tracking payroll, performing basic accounting, and communicating on a daily basis.
• be able to use computers for routine business, data analysis, and word processing
• have strong and effective communication skills, both oral and written. As interpersonal communications is a key skill in this position, the applicant must be able to communicate effectively with a wide range of people and to diverse audiences.
• possess a proven record of working with local stakeholders and other entities to lead watershed improvement projects that are scientifically sound.
• possess a working knowledge of fisheries issues in the Pacific Northwest and have the ability to review relevant research and analyze fisheries issues.
• demonstrate a record of successful grant solicitation including: concept development, proposal writing, budget development, successful project implementation, accurate accounting and record keeping, and compliance with all grant stipulations and reporting requirements.
Familiarity with Mid Columbia FERC agreements and license orders, the Endangered Species Act, the Federal Power Act and NW Power Act, and the Mid Columbia and Federal Columbia River Power System (FCRPS) hydro-project relative to anadromous fish survival and project funding is a plus.
